OLD LYME ZONING COMMISSION
MINUTES OF SPECIAL MEETING
Monday, August 22, 2005

The Old Lyme Zoning Commission held a Special Meeting on Monday, August 22, 2005, in the Auditorium of Memorial Town Hall.  Those present and voting were Ted Kiritsis (Chairman), Jane Marsh (Secretary), Joan Bozek, Eric Fries (Vice Chairman), John Johnson (Alternate, seated), Howard Tooker (Alternate) and Steve Ames, (Alternate).  Also present was Ann Brown, Zoning Enforcement Officer.

1.      Convene meeting; announcement of voting alternates.

Chairman Kiritsis called the Special Meeting to order at 7:35 p.m.  He stated that Mr. Johnson would be seated this evening in the absence of Mr. Risom.

2.      Regulation Rewrite.

Section 5

Section 5.6, MFR-80 Districts

5.6.2 – Remove “Two family Dwelling, subject to Section 11.7” and put it under Section 5.6.3.  

5.6.3 – Add Two Family Dwelling as above, and also add Multi-Family Dwelling.

Section 5.7, MFR-40 Districts

5.7.2 - Remove “Two family Dwelling, subject to Section 11.7” and put it under Section 5.7.3.  

5.7.3 – Add Two Family Dwelling as above, and also add Multi-Family Dwelling.

Section 5.8, MFR-20 Districts

5.8.2 - Remove “Two family Dwelling, subject to Section 11.7” and put it under Section 5.7.3.  

5.8.3 – Add Two Family Dwelling as above, and also add Multi-Family Dwelling.

Section 5.9, Waterfront Business (WF-20) District

5.9.3 – Change full service restaurants, not to exceed 5,000 square feet . . .

5.9.4 – Eliminate the following:  Boarding House/letting of Rooms, Bed and Breakfast, Tag Sale, Private Dog Kennel, Memorial Garden and Helistops.

5.9.5 – Delete in its entirety, not PRCD eligible.

Section 5.10, Commercial C-30 District and C-30S District

5.10.1 – Remove Permanent Storage Trailer and add to 5.10.3 (Special Exception).

5.10.2 – Remove from this Section and add to 5.10.3 (Special Exception), the following:  Marine Facility, Boat Livery, “Sail loft or ship chandlery, including the sale of . . .”, and Marine Research Facility.

Please correct “Sale loft or ship chandlery, including the sale of . . .” to “Sail loft.”

Delete “retail business or retail service occupation containing no more than 5,000 square . . .”

Delete “Full service Restaurants containing no more than 5,000 square . . .”

5.10.3 – Add Laundry Matt

5.10.4 – Delete:  Tag sale, memorial garden; helistops, lavatory and/or laundry facilities to service occupants of boats only, accessory to a marine facility, public, non-profit educational facilities . . ., and private boathouse or dock.

5.10.5 delete – not PRCD eligible.

5.11, Commercial C-30 and c-30S Districts

Please delete, appears to be the same as Section 5.10.

5.12, Commercial C-10 District

5.12.1 – Remove Permanent Storage Trailer and add to 5.10.3 (Special Exception).

5.12.2 – Remove from this Section and add to 5.12.3 (Special Exception), the following:  Marine Facility, Boat Livery, “Sail loft or ship chandlery, including the sale of . . .”, and Marine Research Facility.

Please correct “Sale loft or ship chandlery, including the sale of . . .” to “Sail loft.”

Full service restaurants – remove last part of sentence beginning with “. . . but excluding entertainment . . .”

5.12.3

Remove the following from this section:  Retain business or retail service operation, full service restaurants and mortuary/funeral home.  Add Laundry Matt.

5.12.4

Remove the following from this section:  Memorial garden, lavatory and/or laundry facilities to service occupants of boats only, accessory to a marine facility; public non-profit educational facilities, excluding locations in the Conservation Zone, as a Special Exception, and Private Boathouse or dock.

5.12.5 Delete, not PRCD eligible.


Section 5.13, Light Industry LI-80 District

5.13.2 – Move all listed uses to 5.13.3

5.13.4 – Remove Public, non-profit educational facilities, excluding locations in the Conservation Zone, as a Special Exception, per Section 13.B.

3.      Adjourn.

The meeting adjourned at 9:30 p.m. on a motion by Joan Bozek; seconded by Jane Marsh and voted unanimously.
